Saudi Arabia is one of the kingdom states and it uses sharia as the legal basis. This is what makes the country blamed as a country that has never been touched by the growing reform and constitution in today's world. This paper attempts to unveil constitutionalism in the state of the classical monarchy and the judicial system carried out in a country renowned for the center of the Wahabi. From the results of the study and research, Saudi Arabia has been trying to get out of the traditionalism to a state that embraces the constitution. This can be seen from the existence of constitutional reform although in the quasi-reform stage and the development of the modern justice system is still very limited by the power of the king.
