Abstract

Gender-based social justice and Islamic values are important foundations for inclusive and equitable regional development. This study aims to analyze the policies of the North Luwu Regency Government, South Sulawesi Province, Indonesia, under the leadership of Regent Andi Abdullah Rahim in promoting gender-based social justice through the Women and Child-Friendly Village (Desa Ramah Perempuan dan Peduli Anak - DRPPA) program in Malimbu Village, Sabbang District. Using a qualitative approach and case study methodology, data were collected through interviews, field observations, and analysis of local policy documents. The findings indicate that the DRPPA policy integrates Rawlsian social justice (specifically the principle of difference) with Islamic values such as ‘adl (justice), musawah (equality), and raḥmah (compassion). This program has improved women’s access to economic empowerment, social participation, and decision-making. Its effectiveness is supported by trans-formational leadership, collaboration, and policy commitment. This study shows that the DRPPA model can serve as a practical guide for gender-responsive and inclusive regional development policies.
